Central Texas School District Struggles with Finding Substitute Teachers

A recent district review revealed that 15.5% of teacher absences in Fort Worth, Texas are not being covered by substitute teachers. This is due in part to a recent change in district requirements, which calls for substitutes to have a bachelor’s degree in order to be eligible to serve as a substitute.

However, even after allowing substitutes who began substitute teaching before this rule came into place to remain as substitutes, the Fort Worth School District still struggles with a shortage of substitutes. Now, Fort Worth district officials are being forced to re-evaluate their strict requirements so that more classes can be covered when teachers are absent.

A deeper look at teacher absenteeism in Fort Worth revealed that 13% of teacher absences were due to staff events related to professional development. Also, the most common days of absence were Mondays and Fridays, which indicates that teachers may take advantage of their sick/personal days to extend their weekends.

Hays C.I.S.D. Takes a Deeper Look into Teacher Absenteeism

Research shows that teachers in Central Texas were absent on average between 10 and 16 days during the 2010-11 school year. Teachers in the Hays and Bastrop districts led with the highest number of sick or personal leave days at just over 10 days on average. Bastrop spent $740,497 on subs during the school year and Hays spent more than $1 million. Overall, teacher absences are estimated to cost the school districts in Central Texas about $22 million a year.

With the Hays Consolidated Independent School District leading teacher absenteeism for sick/personal days, this district decided to take a deeper look at teacher attendance with the ultimate goal of improving student performance through better absence management.

Raising Hope in McDowell County Public Schools

McDowell County Public Schools, a rural district in West Virginia, is one of the nation’s poorest school districts. How the Affordable Care Act will Affect Substitute Teachers

The Patient Protection and Affordable Care Act, according to the U.S. Department of Health and Human Services website, was passed in 2010 with the Supreme Court upholding the law in 2012.  More succinctly entitled the Affordable Care Act, President Obama anticipated a mandate that would “put consumers back in charge of their health care”.  Several of the regulations from this bill and the Internal Revenue Service’s edicts relate specifically to part-time employees, which constitute much of the substitute teacher population.  It is now in the best interest of districts to use absence management systems and carefully track worked hours to determine the validity of part-time versus full-time employment.
